He jumps from talking about babies born as legal US citizens to stationing National Guard at the border. Obviously, "to fight the growing sophistication of the drug cartels, we must be prepared to respond in kind to this increasing menace." Those brown babies sure are a menace. I really think Virgil's on the right track here for acheiving world peace.
